Bending, and even breaking, the accepted rules of writing can serve various purposes. Some feel that only famous authors can get away with doing so, but this is simply not true. In fact, nearly all, if not all, fiction writers will deviate from the accepted guidelines in this manner.
Why do they do this? While they have numerous reasons, it mostly comes down to timing and intensity. Sentence fragments can add speed and urgency to a scene; all caps are used in all kinds of writing, from books to informational flyers, as "shouting," and to draw attention. Slang can be used to help establish the setting and characters, and make them more authentic. Also, language is evolving, as is evidenced by old works such as Beowulf, and grammar must evolve with it. If the rules are to change, they must first be broken. It is for these reasons that, in certain circumstances, it is acceptable, even necessary, to break the rules of writing.
I wrote this for a class, and in response to something the teacher said. I think it worth noting that I won ;)
this could apply to just about anything, not just writing.
